AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a potential threat to democratic processes just eight days before the country’s general election.
Study Shows Consistent Bias in AI Suggestions
The four chatbots evaluated by the AP “frequently recommend identical two parties”, irrespective of the user’s question or command, the regulator noted in a report published ahead of the late October vote.
In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Some parties, such as the moderate CDA, “are rarely ever cited”, even when the user’s input exactly matches the positions of these parties, the report indicated.
Authority Figure Cautions Against Using AI Chatbots for Election Advice
The deputy head of the data protection agency, Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their political views, she added.
“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” Verdier stated. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and hard to confirm.”
Election Context and Party Dynamics
The Dutch head to the polls on October 29 in an election that will be closely watched across the continent for the performance of the Freedom party.
The far-right party of Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.
Every significant political faction have rejected a coalition with the PVV, meaning the runner-up party is highly probable to supply the future head of government.
Unintentional Bias Attributed to Chatbot Functioning
The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
